Connection	-	Arbitrary	✔	Connection, see. CreateConnection
Data	-	String	✔	Data to be sent as a string
Encoding	-	String	✖	Encoding for writing the outgoing string to the stream
Timeout	-	Number	✖	Data reading timeout (ms). 0 > no limit

Returns: Boolean - Flag of successful delivery
